1) Experts in the public administration believe that it is easier to introduce new ideas and technologies in new organizations. The province governments are new creations in federal Nepal and are still in formative stage. In this background, please share your vision on how the province governments can make optimum use of information technology to make the provincial governance efficient, transparent, functional and sustainable.
Answers: As the IT Analyst for XYZ Province in the formative stage of provincial governments in federal Nepal, my vision is to leverage information technology to not only enhance the efficiency, transparency, functionality, and sustainability of provincial governance but also to align with the broader goals of the Provincial and Local Governance Support Programme (PLGSP) and meet the expectations outlined in the Terms of Reference (ToR) to this positions.
The following techniques and tactics define my vision:
- Policy and Legal Arrangements:
This involves the established order of a complete Master plan for ICT and e-governance on the XYZ province. Additionally, it includes the improvement of roadmaps for ICT improvement. Legal preparations are highlighted via Acts, approaches, and guidelines governing ICT sectors, consisting of the ICT Trust Acts of 2076 B.S. like in Lumbini Province. Budgeting for the ICT area, ICT and e-governance periodic plans, and challenge and dreams for ICT are indispensable additives.
- Institutional Arrangements:
Institutes like the Department of Information Technology (DOIT) are mentioned, serving as a centralized entity responsible for managing all ICT sectors in central government. We should establishment our own province ICT monitoring body which guides us, provide consulting facilities to us on ICT and e-governance sectors. Which guides us the concept of a “one-door system” for ICT operations within province governance is highlighted, enhancing efficiency and accountability. The presence of province-level data centers, IT parks, ICT museums, and Techno Hubs indicates a comprehensive approach to institutional arrangements. After arrangements of making policy, budgets and proper legal requirements this can be possible.
- Digital Infrastructures and Arrangements:
Focus on growing strong digital infrastructures, along with internet connectivity, ICT infrastructure, and province level IT labs, and public digital libraries. This underlines the importance of providing adequate technological sources for the effective implementation of ICT initiatives.
- E-Governance Platforms/Software Systems:
The content emphasizes the implementation of diverse e-governance systems and software structures to enhance one of a kind components of governance and their roles in different sectors.
- a) Transparency: Through the usage of Open Contracting Data Standards (OCDS), statistics portals, digital profiles, budget monitoring systems, and progress tracking systems which leads view of transparency and excellent governance with the aid of the use of ICT in public sectors.

Recognizing how important people are to train and teach government workers well. This helps them learn about technology and use it better in their job with better outputs.

Even though it’s not directly mentioned, this suggests that keeping information safe and private is important. Because of the kind of technology we use for government work, it’s crucial to have strong security to protect sensitive data and make sure people’s privacy is government concerns.
- Public Awareness and Technology promotions Campaigns:
Promoting tech to people, either in person or online, about the good things and options of using services on the internet. Get elected leaders, official staff, and regular people involved. Ask them to share their thoughts and be a part of how government systems we should use to make everyone feel connected to the government process.
These strategies align to make governance better, involve citizens more, and create strong administrative practices. They also match the expectations laid out for IT and e-governance specialists, focusing on efficiency, transparency, and capability in provincial governance. If we use, improve these strategies and sectors, XYZ Province can become an example of effective and technology-driven governance in Nepal.
2) The Provincial and Local Governance Support Programme covers all three levels of government in federal Nepal. This means that the Programme will have to collect information from all 753 local governments and 7 province governments. In your capacity as the IT Analyst in one of the province governments, please share your practical strategy how you will support the Provincial Programme Implementation Unit to collect timely and reliable information from the local governments of the province you will be assigned.
Answer: As the IT Analyst for the province, my practical strategy to support the Provincial Programme Implementation Unit (PPIU) in collecting timely and reliable information from all local governments within the province involves the strategic implementation of tools, systems, and methodologies. This approach aligns with the goals of the Provincial and Local Governance Support Programme (PLGSP), specifically targeting Output 5 and Output 8.
Digital online forms and mobile Data collection:
Use simple and consistent digital forms, like those from Google, and apps on mobile phones for local governments. This makes it easy to collect data in a uniform way and allows for real-time input, even in places with poor internet connection.
Develop central data collection Portal:
Create a central place online where we gather information for the whole province regularly. This will be a one-stop platform with digital forms, data storage, and ways to communicate like MOFAGA portal. It helps everyone work together better and makes things clear for everyone and can track feedbacks.
GIS and Location-Based Services:
Use maps and location services to collect data with a geographical context. This helps with planning and decision-making, especially when considering Gender Equality and Social Inclusion (GESI) issues. Data collection based on this type it is easier to targeted marginalized groups.
Cloud based Data storage:
Use online storage that is safe and can handle a lot of data like Google drive, AWS storage, and Azure storage etcs. This makes sure information is safe and can be easily reached. It helps with accountability and sharing data, fitting with Output 5 goals.
E-governance platforms for LGs:
Give local governments helpful tools like digital forms, phone apps, and online data hubs e.g data collection in ilgprofile by KoboToolbox. These tools can work online offline so specially in rural areas for data collections. This makes their work smoother and more modern, fitting with the goal of updating local government systems in Output 8.
Capacity building and training programs:
Conduct comprehensive capacity-building and training programs for local government officials. This addresses Output 5 by enhancing vertical accountability and ensures that the workforce is equipped to utilize the proposed tools effectively.

To tackle internet connectivity issues, use tools that can work offline, syncing data when there’s a good connection. Keep data secure by training staff on privacy practices. Help people accept new technology through training and explaining its benefits. Minimize errors by setting up rules for entering data. Check regularly to make sure all data is complete and accurate. Standardize the data collection process to handle information from different sources. Use tools that provide instant insights to monitor data in real-time. Create clear guidelines and offer training to establish uniform data collection standards. Data for same sector but from different resource in government agencies may be different, so accuracy may not match. To avoid this types of errors we should follow “one door” data collection systems for getting accurate data.
Taking these steps helps overcome challenges in handling data effectively and securely. The major example of data collection in PLGSP to collect IT officer salary details because of their negligence. If PLGSP evaluate ITO’s by their task assign (Like: marking systems 50% Plgsp/50% LG). Some responsibility and regulations directly affect the work follow.

We want to make the provincial government better by creating a single online hub. This helps everyone see what’s happening and makes things clear and responsible.
Output 8: Strong Administrative Systems for LGs:
We’re giving useful tools to local governments, like online forms and data hubs. This makes their work better and helps manage money responsibly.
In short, our plan uses technology and training to collect information correctly and on time. This matches PLGSP’s goals to make government systems modern and effective, reaching Outputs 5 and 8.

नेपालको संविधान २०७२, डिजिटल नेपाल फ्रेमवर्क २०७६, विद्युतीय कारोबार ऐन २०६३, सूचना प्रविधि नीति २०७२, सरकारी निकाय सञ्चालन सम्बन्धी एकीकृत विद्युतीय प्रणाली निर्देशिका, २०७८, सरकारी निकायद्वारा सामाजिक सञ्जाल प्रयोग गर्ने कार्यविधि, २०७५ ले समेत विद्युतीय शासनमा जोड दिएका छन्। विद्युतिय शासनले सरकारलाई सक्षम, सुदृढ, सेवामुखी र प्रभावकारी बनाउन,शासकीय परिपाटीलाई पारदर्शी र उत्तरदायी बनाउन, सरकारले दिने सार्वजनिक सेवालाई अनलाइनमा उपलब्ध गराउन, कागजविहीन प्रशासनको अवधारणालाई कार्यान्वयन गर्न, राज्य संयन्त्रमा आम नागरिकको सहाभागीता सुनिश्चित गर्न, प्रशासनिक कार्य बोझ भारलाई कम्प्युटरको प्रयोग गरी कम गर्न, नागरिकलाई सशक्तीकरण गर्न, यद्यपि, उपयुक्त प्रविधिको कमी, प्राविधिक ज्ञानको अभाव र कमजोर नागरिक चेतनाका कारण नेपालमा अपेक्षाकृत रूपमा विद्युतीय शासनको प्रयोग हुन नसकेको तितो यथार्थ हामीसामु रहेको छ।
